Not quite right

In front of the Rose Center planetarium this morning, I saw this juvenile Red-Tailed Hawk. He spent some time on a low branch of a tree inhabited by a couple of young squirrels, who oddly showed no fear at all, nor did the hawk make any attempt to eat them, even when one walked right in front of him on the same branch.I have no idea what went on there. You can see building facades on Columbus Avenue in the background.
